Minutes for January 28, 2015 Selectmen’s Meeting

  • Call to Order
The meeting was called to order at 7:00 PM.

Selectman Harmon led the recital.


  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes January 21, 2015

  • Discussion held between 5:00 & 7:00 p.m.
At 5 o’clock the Board had Cynthia Meserve come in.  She is a resident of Buxton who had expressed an interest in serving on the SAD 6 School Board.  They had a good conversation and the Selectmen are excited that she is willing to take on this new endeavor.

At 6:00 the Board met with Chief Grovo.  He discussed a new proposal they have from Advanced Technologies to upgrade the cameras that we have here in the building.  The Selectmen have a few questions and are hoping Chief Grovo can bring a representative in to meet with the Board so they can all discuss it.

At 6:20 the Board went into Executive Session per 1 M.R.S.A. §405 (6) (A) on a personnel matter.  The Board came out of Executive Session at 6:41  

Selectman Booker updated the Board on what is happening with the Bar Mills Bridge.  She spoke with Mark Parlin with Maine DOT and he explained that the project has not been sent out to bid yet but they are finally through the process that held them up and anticipate that the project will go out to bid on February 11.  He said that the hold-up did set the project back and it may go into 2017 instead of 2016.

  • Review of Projects and Issues
Selectman Santolucito reported that he visited one of the two food banks in Town.  He met the people who were volunteering there and said there is a lot of energy there and they do a lot of good work.  He is planning to visit the other food bank at some point to get a sense of what they do.  Recently he stopped in and talked with the Librarian at Berry Library and went down to the West Buxton Library Saturday.  He said both buildings look like they are in good shape.

Selectman Burns has been working on some budget items.  He met with Chet Ouellette concerning Town Hall maintenance projects for the remainder of this year and some they may put in the budget for next year.  He also met with the Fire Chief on some of his requests for the Bar Mills Fire Department.  

Selectman Booker talked about reaching out to Mark Parlin at Maine DOT to get information on the bridge because several people have been asking about it, and she reported that she has been looking over what she has to do with her budget sheets.  She said she has not been too involved with them yet, because the longer she waits, the better feel she thinks she can get for what those numbers should be.  

Selectman Booker said that the Board was supposed to have had a meeting tonight with representatives from Girls Softball but they postponed the meeting because of the snowstorm.  The Board is waiting to find out if they can come in next week because the Board wants to stay on top of this to make sure they get something going in time to get that field ready so they can use it this summer.

Selectman Harmon was in Monday and reported that the Board made the decision that day to close the Town Office Tuesday due to the fact that we were having a blizzard.  She talked about why they made that call and believe it was the right decision.  Our road crews worked through the day, the night, and into today to get things cleared up.  Selectman Harmon said the Board appreciates their efforts and town’s people being patient while the clean-up continues.  Crews will be working for the next couple days because we have another system coming in for Friday and Saturday.  Selectman Harmon asked that people heed the road crews and know that they are doing the best they can.  There were some equipment issues yesterday they were able to work through and they are doing the best they can to get things cleaned up.

Selectman Harmon said she received a phone call from someone whose mailbox had been hit and another resident about snow removal.  She passed the information along to our Public Works Director who will take a look and get that addressed as soon as he has a chance to do so.

Selectman Harmon said it is budget season now and the Board will probably be working on that for the next couple months.

  • Next Meeting of the Board
SAD 6 Budget Advisory Committee Meeting Thursday, January 29 at 6:30 PM at Central Office

Board of Selectmen Meeting Wednesday, February 4 at 7:00 PM

The Planning Board and the Buxton Board of Selectmen will hold a Public Hearing Monday, February 9 at 7:00 PM at Buxton Town Hall for proposed amendments to our Zoning Ordinance, Article 12, Road Acceptance Regulations


  • Other Business
There was a brief discussion about a change to the Charter that Selectman Burns had mentioned to the Board.  Selectman Harmon reminded him that if it is something the Board ought to address, they should take a look at the timeline to make sure they get that in.

Selectman Burns reminded people to shovel doorways and walkways.  He said if you needed Fire or Rescue to show up at your house they need access to the building.  Providing access protects you and protects them also.  Selectman Burns asked people to please clean out around their mailboxes and to be mindful of the fact that it is against the law to plow snow into roadways.  He was out and about today and saw several places where that has happened.
